Regional and international investors attracted to Brazil on legalized gambling outlook

The push for legalized casinos and online gambling in Brazil is maturing and at an advanced stage in the legislative process. Proposed Laws 442/91 and 186/2014 would regulate internet casinos, bingo, and lotteries and are currently with the Chamber of Deputies and the Senate. The advancement is widely seen as a hope for the government to revive the struggling economy by attracting new investment and creating new jobs, as well as the generation of tax revenue. According to research by the Instituto Jogo Legal (Legal Gaming Institute) the sector could become a R$ 59 billion (US$17.6b) business, based on comparisons to other countries where such gaming is legal and regulated.

Clarion Events has organized the third Brazilian Gaming Congress (BgC) which is taking place through November 22 at the Tivoli Mofarrej in São Paulo in anticipation of a positive vote on one of the projects. The event is themed, “Magnifying Your Vision”, and will bring together leading experts and major players in the gaming segment to discuss key issues for the sector.

BgC is providing participants with indispensable information on the commercial aspects of each gaming segment from land-based casinos through lottery, online gaming, and bingo. The country banned casinos in 1946 and outlawed bingo halls nine years ago out of fears of money laundering. Horse racing and a federal lottery have been allowed to continue during the prohibition. BgC is focusing on business while detailing product specifications for several sectors in an effort to assist industry players in joining a regulated market in the near future.

“The focus of BgC is to describe and discuss the Brazilian market from the perspective of the regulation of the gaming industry. Discussions will address the positive impact that the definition of a legal framework will provide, such as attracting investment to all regions, generating revenue through taxes and increased employment opportunities in Brazil. Business prospects in this sector are very high,” says the CEO of Clarion Events Brazil, Sergio Jardim.

The executive stressed the importance of discussions around the theme. “There is prejudice and negative stereotype raised when gaming is discussed. But we must remember that when legalized, the gaming industry represents a source of revenue both for the private sector and the government. Moreover, this industry invests heavily in monitoring technologies to prevent money laundering and other illegal activities associated with various gaming segments,” he said.

On Sunday a cocktail reception was held for participants with Monday and Tuesday focused on conferencing from 8am until 6pm each day. This morning the conference covered such subjects as “Law and Regulation – An Update”, “The Economic Outlook for Brazil – why the country needs investment; The Pros and Cons of Investing in the Brazilian Gaming Market”, “Creating a Regulatory Agency – International Experiences” and “Regulation, Licensing and Taxes – Strategies for entering new markets based on licensing options.”

Roundtable discussions were held during the lunch hour and a full slate of information rich subjects were covered in the afternoon including, “Location – how to find the ideal locations for the various types of gaming establishments,” “Building and launching an online betting business in Brazil – a case study: Suaposta.com.br” “Security and the fight against money laundering”, “How to attract the digital players through media and marketing channels”, “Technical requirements and product certification”, “The fight against money laundering and security for the player’s capital”, “Case studies of responsible gaming – international recommendations and implementation in Brazil” and “Responsible iGaming.”

November 22 will feature morning discussions of the following topics: “Legalization and regulation of sports betting in Brazil,” “A glimpse of regulated sports betting in Brazil,” “Consumer profiles for building a unique experience of suitable entertainment for various players segments” and “Position your brand today to succeed in a regulated future. ”
